That is a current-version detail, and it differs from the July 2025 wiki claim that Lv.2 opened after the first clear.

The most detailed English discussion of higher-difficulty play is not about levels at all — it is a Steam thread on managing the WILD/RULE alignment. Its practical content: Rule extends the buffs you apply and the debuffs you place by one turn; Wild causes the dragon to ignore commands but guarantees a critical hit whenever she does.
